Preheat your oven to 400 degrees Fahrenheit (200 degrees Celsius).
Spread the cherry tomatoes and garlic heads onto a foil-lined sheet pan. Drizzle with 2 tablespoons of olive oil and season with salt to taste.
Roast the tomatoes for about 20-25 minutes until they begin to soften, release their juices, and develop a slight char.
While the tomatoes are roasting, wash and pat dry the shrimp. Heat a wide pan over medium heat and add 2 tablespoons of olive oil. Sauté the shrimp until they turn opaque and pink, approximately 3 minutes. Remove the shrimp from the pan and set them aside on a plate.
Once the tomatoes are done, transfer them to a bowl. Squeeze the roasted garlic cloves into the bowl. Add pepper, Italian herbs, and basil leaves. Use a hand mixer to blend the ingredients into a smooth sauce.
Stir in the cooking cream until the sauce is creamy and well combined.
In the same pan used for cooking the shrimp, add the cherry tomato sauce. Return the cooked shrimp to the pan along with any collected juices. Stir to coat the shrimp in the sauce.
