Roast the aromatics: Preheat oven to 200°C (392°F), place peeled shallots and halved garlic on foil, drizzle with chili oil, season with salt and pepper, wrap tightly, and roast for about 45 minutes until soft and golden.
Make the flavored butter: Mix softened butter with the roasted garlic and shallots, add chili flakes, salt, and pepper until smooth and creamy.
Prepare the bread: Slice ciabatta in half lengthwise and place cut side up on a baking tray.
